The Map Scales table at ITL 55 assumes that a Megahex is 3 times longer than a hex, while it is acutally sqrt(7) times as long as seen here:
Note that this is the pocket edition where each hex is one inch across.
This causes the following adjustment to the listed map scales.

So you can see that the City map hexes are about 2/3rds as long as they ought to be, and the Province map hexes are very close to actually being Duchy map hexes.
